Haiti, a nation forged by a slave rebellion 200 years ago, still carries the scars of its independence and abandonment. Political intrigue, corruption, drug smuggling, covert militias trained and funded by shadowy figures, and a seemingly never-ending series of policy blunders: these are the themes that describe Haiti's recent history. Efforts by the U.S., France and others to establish democracy and build respect for human rights have largely failed. The mystery, music and history of Haiti will provide a frame through which we will see what took place in the recent change of government in Port-Au-Prince. From sources working in Haiti with the Aristide government, the insurgents, and both the DEA and drug smugglers, we attempt to unravel the violent events leading to the February 29th departure of President Aristide and determine whether anything will be different a second time around. Has the West learned from its failures in Haiti? Has Haiti learned anything from its own internal failings?
